ACA Merge Error - HRA ZIP Code

Hi, when I run Merge Other Data Sources to update data in Form 1095-C, all the data is erroring out. The error message is "HRA ZIP Code must not be entered for HRA Coverage Code is blank. Correct the data."

We do not populate line 17 in the 1095-C. I'm confused why I'm getting this error and what data needs to be corrected? I've used the merge process for as many years as 1095-C's have been issued and I haven't come across this issue before.

If anyone has any advice, I would appreciate it. Thank you.
