Redo log switches a lot - Checkpoint not complete / Slow database

Our oracle server is brutally slow.

When we check the alert log, we see this message a lot "Checkpoint not complete".

We are on Oracle standard Edition 19.17 / Microsoft Windows 64 bit.

It is a transactional database - 24/7 - non-Archivelog mode.

We use nimble for our storage, and our server is deployed on a VM (140G Ram & 32 - type 866416 physical cores)
