Difference between cycle count and II

Hi,

There is different types of transactions to remove stock of items like Inventory Issue(II), Cycle count(PI). Can any one help me to understand difference between II and PI and in which situation one should II and PI, both' s job is same to remove stock that's why need clarity on this.
