UPL_ER_NO_FILE_UPLOADED2 - Error webadi

When uploading budget entries, the webadi (ebs version r12.2.10) fails with error "UPL_ER_NO_FILE_UPLOADED2 The Multipart Form Did Not Have Any Files Associated With It" . I followed the support instructions regarding the BNE profile options but it didn't fix it.
