PeopleSoft item #'s with minimum order qtys

I wanted to reach out and see if this function is available in PeopleSoft…….Whenever a requester places an order for an item# that has a minimum order qty or an item that must be ordered in multiples and they do not request the minimum/multiple, can there be a hard stop not allowing the order to move forward until they select the appropriate amount?  In other words is there a set up to set the minimum quantity of item that is being ordered. The item when selected on epro> requisition page should show the min quantity already.

We are on PeopleSoft 9.2 version.
