Gateway Cluster is failing

Hi,

We have 3 Servers with below setup.

1st Server - Gateway , Siebel Server and Apache tomcat got configured.

2nd Server - Siebel Server and Apache Tomcat Got configured.

And we have Application running in these 2 servers and both urls are up and running.

3rd Server - We want to configure gateway cluster in this server . But it is failing with "Submit" Failed as per the attached Screenshot and When I verified the cfg logs, it is showing the error as below.

ERROR: The system was unable to find the specified registry key or value.

FINER: ConfigUtil RunProgram output: Error touching service.
