Invalid characters used on some clients browsers

We are doing an in-house upgrade of JDE from 9.1.2.4 to the latest 9.2. For the most part, this has gone very well, but I have a few users who see the language in their browsers looking at Junk characters on menus and descriptions. This only happens with a few of my users (see image). All of my users should default to English. Any ideas on what the issue might be?
