ORA-13516 CATPROC not valid when installing 19.18 Release Update

My ORACLE_HOME and database were previously patched to 19.17.0.0.221018:

Patch 6880880: OPatch 12.2.0.1.33 for DB 19.0.0.0.0 (Oct 2022)

Patch 34419443: DATABASE RELEASE UPDATE 19.17.0.0.0

Patch 34411846: OJVM RELEASE UPDATE 19.17.0.0.0

Patch 34422617: JDK BUNDLE PATCH 19.0.0.0.221018

Patch 33912872: DATABASE PERL UPDATE IN 19C TO V5.32-1 (CVE-2022-23990 - LIBEXPAT UPDATE)

Today, I installed the following patches into ORACLE_HOME and my database (using datapatch in UPGRADE mode):

Patch 6880880: OPatch 12.2.0.1.36 for DB 19.0.0.0.0 (Jan 2023)

Patch 34765931: DATABASE RELEASE UPDATE 19.18.0.0.0

Patch 34786990: OJVM RELEASE UPDATE 19.18.0.0.0

Patch 34777391: JDK BUNDLE PATCH 19.0.0.0.230117

However, when datapatch tried to update the database, it reported:

-> Error at line 47025: script rdbms/admin/backport_files/bug_33527739_apply.sql

  - ORA-13516: AWR Operation failed: CATPROC not valid
