Unable to see VMs on host by virsh when powered off

Greetings,

Currently running OLVM 4.3. Working on possible DR scenarios and attempting to manage VMs if the OLVM Manager is offline. I am able to see the VM on the host using the command "virsh list --all" and only lists the powered on machines and none of the powered off machines. I have tried other parameters such as "--state-shuttoff", "--state-other", "--inactive". All nada...

The goal is to be able just to start and stop VMs if the OLVM Manager is offline.


Any thoughts?
