OTM 6.5.1 Milestone Montior/Use case question

I have a requirement to generate Bills Of Lading the day that the shipment is planned to ship.

Is this a scenario for use of Milestone Monitors since it is time based? I have setup a simple Monitor Template to attach to the shipment when the shipment is created and send a notification to me via email but I do not see receive the email. What log id's can be used to follow Milestone Monitors assignment?
