How to create an Internal Quote

Is there a way we can create a quote for internal customers similar to the miscellaneous transaction? We essentially just want a quote before completing the transaction.

We could create a miscellaneous transaction, but there may not be enough quantity in the system to generate a quote. Also, the quote needs to include the overhead that is applied at a fixed rate based on the total.
