Oracle Licensing and Intel Core Number limiting in BIOS

Hello,

This question was asked here back in 2014 however I do not see that it was ever fully answered. I now have the same question.

We are investigating upgrading our on-premises Oracle Intel Database Servers to cpu's with more cores. We will not have enough processor licenses to cover all of the cores available in the new CPUs. The new servers have the ability to the limit the number of cores in the BIOS (Intel Speed Step features). The operating system then only sees the amount of cores you choose. Is this way of core restrictions accepted by Oracle Licensing?
