MSS Absence Request Approval Chain

Employee Donny reports to Manager Timmy who reports to Director Peter

Via Manager Self Service, Manager Timmy submitted an absence request for Donny with the Parameters set as Allow Request By Employee and Manager & Request As Employee.

Why did the request for approval go to Director Peter rather than to Timmy for Approval?

I'm not sure what part of the Approval Setup Process Definitions I should be reviewing but it used to work. Any ideas?
