Proxy is unable to view unapproved payable time if delegating manager is on leave.

We are on HCM 9.2 PUM 41. Manager initiated delegation transaction for the payable time approval. Proxy accepted the delegation request. Proxy was able to view and approve payable time on behalf of the delegating manager but after few days, we added "Leave" row on JOB for the delegating manager (EMPL_STATUS = L , HR_STATUS = A). Since we added the JOB row, proxy could not view the unapproved payable time anymore. We were able to replicate this issue in our non-PRD as well as demo instance. For testing, we removed the leave row from the JOB and observed that
