Importing transportable tablespace receiving error ORA-19721 after successful RMAN conversion

SourceDB - Oracle 11.2.0.3 on Unix, compatible param=11.2.0

TargetDB - Oracle 19.0 on Windows 2019, compat param=11.2.0

received tt.dmp file and associated datafiles from sourceDB
did RMAN conversion from Unix to Windows on target system for each datafile
impdp fails with errors below. If I re-convert the data file, a new "absolute file number" error ocurrs. I've reconverted all datafiles with no errors and upon IMPDP attempt, the errors below persist. I've rechecked: compat param, data file names, no duplicate file names. Help?

ORA-19721: Cannot find data file with absolute file number 26 in tablespace XYZ
