autoconfig error after cloning

in EBS on Oracle Cloud Infrastructure (MOSC) Question

Oracle 12.2.3 atg 4 AD&TXK 12 2 apps nodes shared fs

Oracle database 19.15 single node

Oracle Linux 7.9 vm on OCI

cloned, then ran autoconfig. The database ran out of sessions (stupid cdb pdb session issue) then failed autoconfig. More sessions were added to the PDB.

The next run of autoconfig failed with this error. There is not a note for it , and even in an SR oracle has no idea. They keep asking for things that so far have not helped.
