Managing Databases using Enterprise Manager (MOSC)

recently I have installed Enterprise Manager 13c and my question is: Can I add databases manually?

My issue is I cannot reach the databases server via credential and for oracle user ssh_key doesn't work. I want to add targets via shell is it possibil?
