sysman.mgmt$target_properties is not showing all properties and its values

Hi Fellow member,

sysman.mgmt$target_properties is not showing all properties and its values for my recently added database in EM13.4 monitoring. e.g it is not showing property_name like 'openMode' and its corresponding value 'Read Write', which in turn failing a custom job which is dependent on this value.
