Is Jan 2023 PSU (34773504) for Oracle 19c been recalled/retracted?

Hi There,

The patch was available on Jan 18 and I downloaded it but now the availability date has changed. Does it mean I have to download the patch again after Feb 1 and reinstalled the patch wherever I've installed so far?
