problem upgrading from oracle 12 to 19 windows 2012 r2

Hello

We face some issue trying to upgrade a single istance (the first of two) of oracle 12 standard edition 12.2.0.1.0 to oracle stardard edition 19.0.0.0.0.

The operating system is windows 2012 R2.

We DBUI with virtual user (with admin permission), because we dont' know which user was installed the Oracle12.

The upgrade proceed until step : Listener Configuration SetUp which it fails with the error below :
