In V21 xstore its not picking entries in configpath and system.properties

In v21 its not picking the entries i have given in configpath.properties and system.properties

in log i am able to see like this


xstore.config.path.base.features = [${xstore.config.path.base.features}]

xstore.config.path.global.extensions = [${xstore.config.path.global.extensions}]

xstore.config.path.overrides.store.10134 = []

Assembled Global Config Paths = [dtv/res/config, ${xstore.config.path.base.features}, base, countrypack/US, version1, MASTER/DEFAULT, ${xstore.config.path.global.extensions}]
