PUM 45 Issue with ER per diem not splitting lines when the TA exceeds the per diem

When a TA has an amount that exceeds the per diem the copy should split the lines. Line one handling the per diem. Line two the overage. Have any bugs been reported for PUM 41-45 regarding this functionality no longer working.
