Difference between Planning Party field and Owning Party field on On-Hand quantity

Hello,

I would like to ask what is the difference between the fullfield Planning Party field and Owning Party field on On-hand quantity. I would like to know in which cases these fields are filled in and what parameters must be met so that one or the other field is filled.
