How to use REST API to call WIP_EAM_WORKREQUEST_PUB.WORK_REQUEST_IMPORT

We have EBS 12.1.3 and implementing external maintenance system that wants to use REST API to create Work Requests in EAM. My understanding they want to connect to the Application Server, not the database, to have this done. Any idea what is required from EBS perspective and what is needed to connect and make the call?
