Consignment lines showing up as "closed" since Release 22

We are currently on release 22 (9.2.6.3) in JDE. We use receipt routing to help keep track of consignment part movements. we have noticed since tking release 22 that the consignment parts only show up in review reverse receipts if the "closed" box is checked. It does not seem to effect any other functionality but it does make it mre difficult for the end user. Has anyone else experienced this? If so what is the purpose of this change?
