How to setup the Item Rules set in PIM

As part of business requirement I need to setup the Item Rules i.e., if when an attribute is marked as Y then form can only be submit if other attribute is not null.

For example, in my case if attribute name Hazardous to Transport is marked as YES then it must have the UN Number Otherwise it will not accept the update and throw an validation error. You may refer the attached snapshot for same.

I am trying to setup this ca anyone help me on this.
