Is SOA Composer must be licensed as an isolated product ?

Hi,

in my organization we are using Weblogic / SOA 12.2.1.3 and we figured out that its available the SOA composer who is very usefully to our developers in order to manage composites DVMs at run time without to make a new deploy every time we need update these DVMs.

We would like if the SOA Composer feature needs apart license to use it or it is under the standard license. 

Anyone can help with this ?
