Can the format for amount fields be changed by ledger type (P9011)

We would like to have users enter whole dollar amounts in the amount field for Budget Journal Entry (BA) type only (P9011). How can we prevent the user from entering dollars and cents? Can the amount format change by ledger type? Or generate an error message?
