in EBS on Oracle Cloud Infrastructure (MOSC) Question

In ORC is there a different set of logic to use to display "Be the first to apply" on the careers page? Presently it seems to be driven by Phase and State of a certain req. This can be misleading as you can have reviewed 50 candidates yet if none of them are in the Phase/State that the "be the first to apply" option is looking for it will automatically put that on the req. I think this could actually do more harm than good, especially on older reqs. Presently we shut this feature off. Thanks.
