Account balance not reflecting properly on student self service account

I have an account that has no balance on the financial side, but on the student side, it is displaying the student owes tuition. This students' award is is not being applied to the charge it is intended to pay. We would usually correct this by running the validate tables process or the apply payment process, but we have not found a solution so far. Any suggestions?
