How does UDC H40/PR interface with R4277702?

I'm in the process of setting up the scoring using the 4 attributes of Order Type, Line Type, Customer Priority and Requested Date Age. In my testing, the R4277702 is only picking up the UDC (H40/PR) value for record '0' (defaults) even though I have different record types assigned to different customers. No matter what record is assigned to the customer priority on Page 2 of the Billing Screen, R4277702 is only retrieving the '0' (default) record.

What am I missing?
