About applying critical patches

I have a customer who wants me to apply critical patches to two Oracle 19.7 databases (Standard Edition 2) to close vulnerabilities.


The reason they use Oracle 19.7 is that the company that made the application has not tested on a higher version.


I've tried to search on MOS how to do it, but can't find a good result. The best thing I found is that you have to install RU 19.18 to get the latest critical patches. Is it true?


If so, there will be problems because the developer of the application does not want to have higher version than 19.7


Is there any workaround?
