12cR1 Database Consolidated Patches marked as Tier1 and cannot be downloaded

I am confused

I am installing eBusiness Suite 12.2. This is following:

• Oracle E-Business Suite Release Notes, Release 12.2 ( Doc ID 1320300.1 )

RapidWiz installs a 12cR1 Oracle Home

This version of the database is in Market Driven Support, that's understood

I therefore need to upgrade the database from 12cR1 to 19c after installation

However, in order to upgrade to 19c or to apply the latest AD/TXK minipacks, the Oracle Notes say we need to have applied all database patches to the existing 12cR1 Oracle Home recommended by ETCC

That's all fine so far
