Instance from ACL cannot connect to Autonomous DB

I have an Oracle Autonomous database and an Instance, both running within the same VCN.

The database ACL has two IP addresses, the instance and my home IP address.

My Java application can connect from my private PC at home using JDBC. I don't have mTLS activated, so my application can connect with a plain JDBC connection string, no need for tnsname.ora nor wallet or anything like that.

However, when I copy the same application JAR and try to run the app in the Instance, I get the following error:

oracle.net.ns.NetException: Listener refused the connection with the following error:
