Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Query About Apex Upgrade from 5.1 over 11g database

currently APEX version is 5.1 on oracle 11g . Now need to upgrade APEX to 21 without upgrading the database.
