ORA-01017: invalid username/password; logon denied after upgrading to 19c (ASM)

Hello,

We are running SAP on Oracle.

We recently upgraded to 19c and SAP was connecting to the DB without issues.

Mid January this stopped connecting so after investigation it has come to light that even when we create a dummy user and try connecting via sqlplus '/ as sysdba' (outside of the SAP application) we still get the above ORA-01017 error. The password is correct, the user is not locked.

tnsnames, sqlnet.ora and listener.ora files are correct. tnsping works fine too.

This issue is happening with any new user we create.

We are on Oracle 19C on Aix.
