ORA-01917: user or role 'APPS'does not exist error - upgrading Oracle ERP database from 12c to 19c

Hi experts,

I am running a database upgrade on my EBS 12.2.11 system from 12c to 19c My OS is Red Hat 7.9. I am following the documentation: 2552181.1. I am currently stuck on section 2-2.4 - After the Database Upgrade. 1 - grant database privileges : after setting all the variables, and run the adgrants.sql, I am getting the error : ORA-01917: user or role 'APPS'does not exist

Could you please point on what I am missing and how to fix the error ?
