Oracle Database Enterprise Edition

Hello, I have a cluster, comprised of 19 Host. Two of the host has Oracle Database Enterprise Edition installed on three virtual machines. However, the automation tool I am using, Flexnet Manager suite to manage the licenses is licensing all of the 19 Host cores. Is this normal behavior for licensing Oracle Database Enterprise Edition version 19c.
