Employee local tax table updates when home address is updated

Hi,

I have a requirement to update the Employee Local Tax Data table when the employee updates their home address in employee self service. Has anyone worked on such a customization and if yes what steps were taken. Couple of months back I was reading a thread here and Oracle is looking into implementing the functionality but I can't find that page.
