Is there a backport for 19c to have Read-Only Home in 21c fashion ?

Hello,

Reviewing the documentation for 19c Read-Only Homes I have discovered that not all configuration files are extracted to ORACLE_BASE_HOME and ORACLE_BASE_CONFIG locations.

Comparing this to 21c documentation there is a bunch of files that are missing in 19c RO configuration, for example hs/admin location.

Is there a way to backport 21c Read-Only OH functionality to 19c ?
