Qs on Adding a new expenditure organisation to Project Costing

Hello experts,

I am trying to add a new project owning expenditure org and have created an org with the proj expenditure event / event org and proj task owning org.

added to the proj hierarchy

created a template to use as a project, updated the project options, and when I go and use a responsibility designed for the end users to create a project from a template I see NO template for the OU?

have checked the MO% profiles and they are in line with what should be set up.

Can you please let me know why the template does not appear in the LOV to create projects
