Seeking windows service wrapper for p6services.jar

The only info I've found describing the process to create a windows service wrapper for the P6 Job Server jar is How to Configure P6Services.jar (Scheduled Services) as a Windows Service (Doc ID 1392903.1) but it's dependent on p6services_jar_windows_service_create.jar which is not attached to the document.

Would like to know where to find it, or if it has been withdrawn can Oracle please update the process.
