Currency Exchange Rate Not Found error when saving an order using P42101

This error message does not come up when using the same version of P4210 that is called from P42101.

Upgrade implementation using the customers legacy data. We are working in USD and Multi currency is not turned on.

When trying to submit an order, the Currency Exchange Rate Not Found error message comes up and says " A valid rate for this currency code could not be found in the Currency Exchange Rates file (F0015), and no manual rate was entered."

There is no option to enter a rate on the header and we have entered records into F0015 for the customers tested.
