Upgrading a 12.2 database in place to 19.3 with un-used components

I am doing an upgrade of an Oracle Enterprise 12.2 (12.2.0.1.0) windows hosted db into a 19.3 (then patched to current). I want to leave out components that we don't need/use.

Data Vault and Oracle Label Security are showing as an installed components. In order to remove Oracle Label Security I understand Data Vault needs to be disabled (removing is no longer supported). Is there a way to know if the component is being used?

I have ran the queries from the MOSC document (Doc ID 1352556.1) and cannot tell if the results are pre-populated into the tables as part of the initial install. The results from dvsys.dba_dv_command_rules who 23 rows all of which are marked as enabled. But the object owner and object_name are all showing as '%'.
