How can we hide classes in Find Learning from eligible learners?

We have a business requirement to allow enrolment into specific classes but for the enrolment to only be possible through the mandatory enrolment process or by instructors (i.e. not able to be found in Find Learning). The general users need to be eligible for the class to be enrolled, via the learner group in Mandatory Learning Setup, but should not be able to enrol themselves. Is there a delivered setup that will enable this?

We are on PeopleSoft Enterprise Learning Management 9.20, tools version 8.59.07
