Ebs ohs failed to start with error" Address in use can not bind address 0.0.0.0:8000"

I have the above issue when trying to start ohs service. But when i check port 8000 its not listening yet ohs failed to start.

Changes I made- i was configuring ssl in weblogic server so i took a backup of ssl.conf file and edited the port from 4443 to 8000 but still ssl refused. when i reverted back the changed ohs failed to start with the above error. No process is listening on the port but it gives an error that the port is in use. Please assist with workaround to this issue.
