Does anyone know of a way to not allow a Agile User to be added as change owner

Dear Community-Does anyone know how to limit the teammates that can be seen when selecting change owner pulldown on changes while still allowing them to approve/ack changes? I can remove the teammate from the role to handle Approval and Ack however I continue to see them avail (and able to assign) them as ECO Change Owner. our ask is to disallow coops from being added as Change Owner however still be able to edit Changes (which I can do via criteria).
