Remote Worker AWE routing when submitted as Admin

We are in the process of implementing Remote Worker. We have the routing working when submitted thru Self Service and Manager Self Service but when you submit from the Administrator tile it goes straight to approved without routing anywhere. I know submitting as a Manager and as an Admin use the same activity guide but do they use the same AWE workflow? Or was it designed to NOT have workflow when submitted by an Admin?
