R12.1 Generate Preventive Maintenance Work Orders Request - Failure

In R12.1 environment, there was a Day based PM and it was end dated and a meter based rule is enabled. With this change, neither the work bench nor the conc request show any PM forecasts. Debug enabled log shows as below.

Any one knows about this? Before going through an SR, just wanted to seek community help.
