Siebel Updates environment selection

We are currently using IP21.12 and planning to update our application to 22.12. We have 4 environments - Development (Design Repository) and TEST, UAT & Production (Runtime Repository).

Is it fine to do updates first on either TEST/UAT (Runtime Repository) rather than Development (DR). I am asking this because, meanwhile we can continue our normal work of delivery to Production without affecting DR.
